Is the mere technical aspect or the mood of an image more important?

An often debated topic that often pits two schools of thought against each other. I believe that life itself leads to photography and not vice versa. Even when I go out with my camera, expressly to take pictures, the experience is still influenced by living on the street and what happens around me. So it can happen that a photo is completely out of focus (damn slowness of my Olympus) and yet I love the result. Should I share it? There is a photo here of a mother and her daughter. The photo is completely out of focus so I'm putting it first:
